Im Unable To Enable Directx Features For W3503 How Come I Can't Do System Restore?

How come i can't do system restore? - im unable to enable directx features for w3503

for some reason I can not do system restore.
I click on System Restore and appointments, where no one can venture to the system again ...
allow your in the safe.

What is the problem?

    Disable System Restore. Restart your system and turn System Restore again.

    After SR Farkle do nothing but delete all restore point and try again.
